Tony. When you there is one inch difference are you measuring the distance between the front of the front wheels and the rear of the front wheels?
The only adjustment is carried out by the front track rod which links the steering arm on the o/s to the steering idler on the near side.
This track rod should have a left hand thread on one end and a right hand thread on the other therefore turning the tube should lengthen or shorten the track rod to enable you to obtain the correct toe in measurement.
You stated that you tried to adjust the cross tube without success, what do you mean?
